Her features are round and doll like at her best, which is rare (she's not one to wear makeup), once described as "one of the Cambell's Soup kids who grew up and became an alcoholic." She doesn't often wear her uniform, preferring loose-fitting street clothes -- layered shirts, pajama pants, sneakers, fingerless gloves.

Nothing is said of when or how she joined the police force, just that her work is very connected to looking after her neighborhood. A point of contention split her and the rest of her family, however, when she arrested her brother, Jason, for dealing drugs once she learned he was getting addicted. While he understood her doing what she did and got clean, the rest of her family has never forgiven her, save perhaps her father, who seems the most even-keeled of her family. Little is known of what helped her make Detective, but she seems to control her dealings with little interference from anyone else in the department.
This changes when FBI Special Agent Sarah Ashburn takes one of her perps and pushes her off a case while in pursuit of a major supplier, Simon Larkin, who has overseen numerous grisly murders to protect his turf. The anal-retentive, very by-the-book Ashburn finds Mullins to be too rude and unpolished to work with, but in the end they must team up to find Larkin together, with much interference from the DEA. Much of their exploits require a fair mix of their abilities; Ashburn's skills keep them a step ahead of their enemies and naysayers, while Mullins' streetwisdom and antics often give them a clever edge. Mullins comes to appreciate and adopt some of the methods her new partner uses, and Ashburn learns that letting herself go a little has its advantages.
Their misadventures lead them to eventually discovering the identity of Simon Larkin, but not before putting Jason in danger. After nearly losing their jobs, they crack the case and become best friends. » Personality: "Abrasive" is a word already used to describe Shannon, and it bears repeating. You will never in your life meet a more crass, outspoken, mouthy, obstinate creature in all your days. She stole Ashburn's case file and learned of Larkin, and ultimately Ashburn's boss told her to work with her. She found her specialized skills to be a waste of time, initially, completely out of sync with what she knew worked with the people she grew up around. In time, she came to understand Ashburn better and they sort of competed with each other while simultaneously taking the other under their wing. She taught the agent to take greater risks on the job, to let herself go, and be a little more daring in life in general. Ashburn taught her where organization and a few simple rules could benefit her. In the end, they went through so much together and came to love each other like sisters.

Often after sex, Shannon tended to be up and about sooner than her partner, though she took the time to bask and take in all the more pleasant parts of the afterglow, sure. She just didn't allow any guest longer than maybe an hour's nap if they were going to drop off, because a good roll was never explicitly an invitation to spend the whole night.
She was already in her bathrobe and picking up the garments that'd been strewn all over the room since they got through the door, her muscles ached a little, especially around where the main event happened, but overall her limbs maintained that very pleasant, shaky tingle that she liked. Not one to usually tidy up, this was more about separating her stuff from his; she'd lost two of her favorite T-shirts because shit got mixed up, after all.
Also, on glancing toward the bed, she saw he was still looking at her in that half-dazed, wistful way that did the opposite of putting butterflies in her stomach, making her need her space to herself again as soon as possible.
Though Shannon, herself, remained forever mystified that so many of her casual hookups wanted another date, often saying they thought they had a great time and that predicated something more, to a casual onlooker it would have been plain what put that look in their eyes sometimes: she was a different person in bed, a lot of the bravado and bluster being left at the door, she was more open, vulnerable, even tender, often being of very few words, and those she did muster were to the point, with none of her aggressive tenor. Not very submissive, but not overbearing either. It never occurred to her that she was showing people a different side of herself; she saw that sort of thing as being inherent in the bedroom.
